In real world, it is hard for just one emergency decision maker (DM) to make a comprehensive decision for coping with an EE. Consequently, many practical emergency problems are often characterized by a group EDM (GEDM) scheme in which human beings are usually bounded rational under risk and uncertainty, and their psychological behaviors can modify the decision results. However, experts psychological behaviors have been neglected in current GEDM studies. The attribute weights are subjectively provided by DM increasing decision uncertainty in several EDM studies. Therefore, this contribution introduces a novel GEDM method that: (i) consider experts psychological behaviors by using prospect theory in GEDM process; (ii) calculate attribute weights in an objective way by using data envelopment analysis model for improving accuracy and correctness of decision making.
