The assessment of the importance of a specific element in a process could be always important, but regarding the importance of the operating system (OS), in a computer system, is critical due to its pivotal role in contemporary human life, enabling the efficient and seamless execution of multiple tasks for various users. The proposed methodology integrates two theoretical concepts, namely complex intuitionistic fuzzy sets (CIFS) and soft sets (SS). Furthermore, we aim at assessing the significance of the OS by an innovative technique of complex intuitionistic fuzzy soft relations (CIFSRs), that consists of merging two complex intuitionistic fuzzy soft sets (CIFSSs), the Cartesian product (CP) of the CIFSRs notions can be determined. Hence, the proposed fuzzy-based structures are utilized to model problems related to the OS, which is accountable for managing the memory and operations of computer systems, including their hardware and software. It facilitates users in performing tasks with ease. The CIFSRs offer a comprehensive structure as they consider the membership degree (MD) and non-membership degree (NMD) aspects of objects in complex numbers. Moreover, score functions are established for the proposed CIFSRs to facilitate effective decision-making processes.
